Postwar Japan, despite being considered a developed nation, finds its economy perpetually stagnant, quietly becoming the "economic slave" of foreign powers. Sensing the dire state of the nation, the Prime Minister unveils the "Abandoned Citizens Relief Act." The shocking policy proposes the complete abolition of social welfare, including public assistance, pensions for the elderly, and medical insurance. Facing inevitable backlash, the government introduces a single alternative: a game to determine and select "productive citizens." Thus begins a high-stakes struggle for survival in a society reshaped by the pursuit of productivity.
